A native of the island of Gozo, J.J. Cremona has in Malta held the offices of Attorney-General, in which capacity he also drew up the draft of the Independence Constitution, Pro-Chancellor and Council President of the University of Malta, member of the Executive Council and of the Consultative Council under the 1959 and 1961 Constitutions respectively, Vice-President of the Constitutional Court and later Chief Justice. He holds four doctorates of different universities, has several publications to his name (his book Selected Papers 1946-1989 has been internationally reviewed) and was for many years a University professor.

In the international field he sits on the board of committee of various law journals and associations. He was until recently Vice-President of the European Court of Human Rights and of the European Court of Human Rights and of the European Tribunal in matters of State Immunity in Strasbourg and Chairman of the United Nations Committee on the Elimination of Racial Discrimination (CERD) in New York and Geneva. Among his many distinctions are the Hon. Fellowship of the London School of  Economics and Political Science, London University, and of the Spanish Real Academia de Jurisprudencia y Legislacion, and the Hon. Chairmanship of the Human Rights Section of the World Association of Lawyers (Washington). He is a Knight of the Sovereign Military Order of Malta, Chevalier de la Legion d'Honneur and Grand Officer of the Order of Merit of the Italian Republic.

Having played such an important part in the achievement of his country's independence, Professor Cremona is in fact himself part of the constitutional history he masterfully delineates in this book.
